Implementation Strategy

Implementation of the Rio Reimagined Active Transportation Study will require sustained coordination among the jurisdictions, agencies, tribal communities, and community partners responsible for planning, funding, constructing, and maintaining active transportation facilities throughout the study area. Because bicycle and pedestrian trips frequently cross jurisdictional boundaries, implementation should focus on building a connected regional network rather than advancing individual projects in isolation. Continued multi-agency coordination will allow partners to strategically position priority active transportation projects for grant funding, leverage related investments, and respond efficiently as implementation opportunities become available.

Prioritization should also consider project readiness and the ability to leverage available funding. Projects with established concepts, preliminary cost estimates, identified right-of-way, community support, or completed preliminary engineering may be positioned to advance quickly when grant opportunities arise and have been identified.

The partnerships established through development of this Study should continue through implementation. Participating agencies should maintain an ongoing coordination framework focused specifically on advancing bicycle, pedestrian, shared-use path, trail connection, crossing, and access improvements identified through the Study. This can be done as a regular semi-annual meeting or using an interactive dashboard to update shared progress.

Each jurisdiction can continue to sponsor and deliver projects within its authority while coordinating with neighboring agencies on facilities that form part of the broader Rio Reimagined active transportation network. This coordination is particularly important at jurisdictional boundaries, where differences in project timing, facility design, or funding availability can create gaps in otherwise continuous routes.

Partners should periodically revisit the capital improvement planning section of this study, review priority projects, identify critical network gaps, coordinate upcoming improvements, and determine where joint action would accelerate implementation. This regional perspective can help ensure that investments made by individual agencies collectively create continuous and useful connections between neighborhoods, the river corridor, transit, schools, employment areas, parks, and other destinations.

Participating agencies should develop an ongoing, coordinated approach to pursuing active transportation funding. Rather than responding independently to individual grant opportunities, partners should regularly review upcoming federal, state, regional, and local funding programs and identify which projects are best positioned to compete.

Coordination can help agencies match projects to funding opportunities based on project readiness, eligibility, safety benefits, connectivity, community need, and the objectives of each funding program. It can also reduce unnecessary competition among partner agencies and identify opportunities for joint or complementary applications.

Grant applications should demonstrate how individual projects contribute to the larger Rio Reimagined active transportation network. Projects that close a network gap, eliminate a barrier, improve a difficult crossing, extend an existing bikeway or shared-use path, or connect multiple jurisdictions may be particularly well positioned when their regional significance is clearly documented.

Where appropriate, agencies should pursue coordinated applications for groups of related improvements. A series of bicycle and pedestrian projects that collectively creates a continuous route may present a stronger funding case than the same improvements pursued independently. Maintaining a “rising tide lifts all boats” mindset through implementation allows each agency to leverage their participation in the Rio Reimagined partnership to maximize regional impact and enhance competitiveness for funding opportunities.

A central implementation priority should be advancing recommended projects to a level of readiness that allows agencies to respond quickly when funding becomes available. Active transportation grant programs can be highly competitive and may provide relatively short application windows. Maintaining a pipeline of well-defined projects can significantly improve the ability of participating agencies to pursue these opportunities.

For priority projects, agencies should progressively complete the work needed to support future funding applications, including project scoping, conceptual design, preliminary cost estimates, community engagement, feasibility analysis, environmental review, right-of-way assessment, and preliminary engineering, and draw upon the data collected as part of this study for leverage, as appropriate.

The project pipeline should include improvements at different stages of readiness and varying levels of cost and complexity. This will allow partners to match available funding opportunities with appropriate projects rather than waiting for a funding program before beginning project development. Please utilize the interactive capital improvement planning table within this chapter for reference.

Partners should periodically update the status of priority projects, including project readiness, estimated cost, remaining development needs, potential funding sources, responsible agency, and anticipated implementation timeframe.

Funding and implementation decisions should emphasize projects that provide the greatest benefit to the overall active transportation network. In addition to considering individual project benefits, agencies should evaluate how each improvement contributes to network continuity and connectivity.

Priority should be given to opportunities that close gaps between existing facilities, address barriers to walking and bicycling, improve crossings of major roadways or other physical barriers, connect existing bikeways and shared-use paths, and improve access between communities and key destinations.

This network-based approach can also strengthen grant applications by demonstrating that proposed projects build upon previous public investments. Completing a relatively short missing connection, for example, may unlock the value of existing facilities on either side of the gap and create a substantially longer continuous route.

Active transportation projects should be packaged to align with the scale and objectives of available funding programs. In some cases, a single intersection, crossing, trail connection, or bikeway segment may be appropriate for an individual funding request. In other cases, several related improvements may be combined into a corridor or network project that demonstrates greater connectivity and regional benefit.

Larger projects should also be structured so they can be implemented in logical phases when full funding is not immediately available. Each phase should provide a functional active transportation benefit while contributing toward completion of the larger network.

Partners should identify opportunities to coordinate project limits across jurisdictional boundaries so that grant applications can demonstrate continuous improvements rather than stopping at agency boundaries. Where a joint application is not practical, agencies can pursue complementary projects and coordinate schedules, design standards, and project termini.

One of the most effective implementation strategies will be to incorporate recommended active transportation improvements into planned roadway, bridge, transit access, trail, flood control, and other short-term infrastructure projects. Agencies should routinely compare their capital improvement programs and planned transportation projects against the Study’s recommended active transportation network.

When a roadway is reconstructed, resurfaced, or otherwise substantially improved, agencies should evaluate opportunities to incorporate recommended bicycle and pedestrian facilities as part of the project. Similarly, bridge, intersection, drainage, and transit access projects should be reviewed for opportunities to improve crossings and connections for people walking and bicycling.

As individual projects move into design, participating agencies should coordinate facility types, project termini, wayfinding, and other design elements where routes cross jurisdictional boundaries. The objective should be to create an active transportation network that functions as a continuous system from the user’s perspective, even when individual segments are owned or maintained by different agencies.

Coordination should begin early enough to resolve differences in project schedules, design approaches, and connection points. Particular attention should be given to locations where existing or planned facilities change jurisdiction, intersect with major roadways, connect with shared-use paths, or transition between different facility types.

The Rio Reimagined active transportation implementation program should be treated as an ongoing effort. Participating agencies should periodically review the status of priority projects, identify upcoming active transportation grant opportunities, and determine which projects should be advanced for the next funding cycle.

This process should also track completed projects and remaining network gaps so that priorities can evolve as the system is built. As individual improvements are implemented, the focus can shift toward the next connections necessary to create continuous routes.

Through sustained multi-agency coordination, a pipeline of grant-ready projects, strategic funding pursuits, and an emphasis on network completion, Rio Reimagined partners can incrementally implement the Study’s recommendations and create a connected active transportation network that extends across jurisdictional boundaries and ultimately maximizes active transportation access and opportunity for the region.

Trail Alignment Recommendations

Prioritizing Investment

Implementation of the Rio Reimagined active transportation network will occur incrementally as funding, partnerships, and project opportunities become available. Because available resources are unlikely to support all recommended improvements at once, participating agencies should strategically prioritize investments that provide meaningful near-term benefits while advancing the long-term vision for a continuous regional trail and multi-use path network.

Particular emphasis should be placed on projects that close critical gaps, connect existing trail and multi-use path segments, overcome physical barriers, improve safe crossings, and extend access to destinations and communities that are currently disconnected from the network. Relatively short improvements that connect existing facilities may provide substantial value by creating longer, continuous routes and maximizing the benefit of previous investments.

Investment decisions should consider both the benefits of an individual project and its contribution to the larger network.

Project Readiness and Funding Availability

Prioritization should also consider project readiness and the ability to leverage available funding. Projects with established concepts, preliminary cost estimates, identified right-of-way, community support, or completed preliminary engineering may be positioned to advance quickly when grant opportunities arise and have been identified in the Capital Improvement section of this study. At the same time, agencies should continue investing in planning and design for longer-term priority projects so that a lack of project readiness does not become a barrier to obtaining future funding.

Leverage Related Projects

A project's ability to leverage other planned investments should also inform implementation decisions. Opportunities may arise to incorporate trail and multi-use path improvements into roadway reconstruction, bridge projects, drainage improvements, transit access projects, or other programmed capital investments. Coordinating active transportation improvements with projects that are already funded or under development can reduce costs, avoid future reconstruction, and accelerate delivery.

Consider Regional Benefit

Projects that demonstrate multi-agency or regional benefits should receive particular consideration for coordinated investment. Improvements that cross jurisdictional boundaries, connect facilities owned by different agencies, or complete routes serving multiple communities can provide benefits beyond those achievable through isolated investments. Partner agencies should coordinate project timing and funding pursuits so that improvements on one side of a jurisdictional boundary are supported by complementary investments on the other.

Diversification of Project Types

Investment should also balance near-term implementation opportunities with development of major long-term connections. Lower-cost projects, gap closures, crossing improvements, and other readily implementable improvements can demonstrate progress and provide immediate benefits. Concurrently, agencies should advance feasibility studies, environmental review, preliminary engineering, and right-of-way activities for larger or more complex trail projects that will require multiple funding cycles to deliver. As conditions and funding programs change, investment priorities should be revisited periodically rather than treated as a fixed project ranking. A project that is not immediately ready for implementation may become a near-term opportunity because of a new grant program, adjacent capital project, development activity, or partnership. Maintaining an adaptable portfolio of projects at different stages of readiness will allow Rio Reimagined partners to respond strategically to these opportunities.

Prioritization Criteria

When determining where to direct limited implementation resources, agencies should generally consider:

  • Network Connectivity

    Does the investment close a gap or create a continuous trail or multi-use path connection?

  • Safety

    Does it address a significant barrier, crossing, or condition that limits safe walking and bicycling?

  • Access

    Does it improve connections between communities and important destinations or expand access to the regional active transportation network?

  • Regional Benefit

    Does it connect jurisdictions or complement investments being made by other agencies?

  • Project Readiness

    Can the project reasonably advance within the timeframe of available funding?

  • Funding Competitiveness

    Does the project align with the objectives and eligibility requirements of available grant programs?

  • Leveraging Opportunities

    Can the project be coordinated with another planned or funded capital improvement?

  • Implementation Feasibility

    Are right-of-way, environmental, design, maintenance, and other delivery considerations reasonably understood?

  • Community Support

    Does the project respond to needs and priorities identified through community and stakeholder engagement?

Using these considerations, participating agencies can direct limited resources toward projects that both deliver immediate active transportation benefits and contribute to completion of the larger Rio Reimagined network. The objective should not be to establish a static sequence of projects, but to maintain a strategic investment pipeline that enables agencies to advance the right project when funding, partnerships, and implementation opportunities align. Reference the table in the Capital Improvement Planning section of this Study for more information on prioritized projects and short-, mid-, and long-term investments by agency.

Funding Strategies

Implementation of trail and multi-use path improvements on a regional scale will likely require a combination of federal, state, regional, local, and partnership funding, often referred to as capital stacking. Participating agencies should maintain flexibility in how projects are packaged and funded, recognizing that individual funding programs may support design, construction, safety improvements, trail amenities, or related infrastructure.

Nationally, a growing number of municipalities have collectively developed policies and partnership agreements for trail and path networks provided regionally. They have also developed strong partnerships that are fair and equitable in the delivery of services, monitoring, and maintenance.

Given the multi-jurisdictional nature of this study, some policies and management practices are already in place or being considered by some agencies. The following funding sources should be considered as projects identified through the Rio Reimagined Active Transportation Study advance toward implementation.

The federal Transportation Alternatives (TA) Set-Aside is one of the most directly applicable funding sources for trail and multi-use path improvements. Eligible activities include pedestrian and bicycle facilities, recreational trails, Safe Routes to School projects, and certain environmental mitigation activities associated with transportation projects.

Within the Maricopa Association of Governments (MAG) region, agencies pursue TA funding through MAG rather than the statewide Arizona Department of Transportation (ADOT) competitive process. Projects should therefore be coordinated with MAG and positioned within applicable regional planning and programming processes.

TA funding is particularly appropriate for construction of shared-use paths, bicycle and pedestrian connections, gap closures, crossings, and improvements connecting trails to the surrounding transportation network.

MAG should be an important funding and implementation partner for projects that contribute to the regional active transportation network. Agencies should monitor MAG calls for projects and regional transportation programming opportunities that may support bicycle and pedestrian improvements.

MAG’s Active Transportation Design Assistance Program can also help member agencies advance projects toward implementation by funding feasibility evaluation and preliminary engineering/conceptual design. This can be particularly valuable for projects identified through this Study that have strong regional benefits but require additional project development before they are competitive for construction funding.

Agencies should use these opportunities strategically to move priority projects through the project-development pipeline, with early planning or design assistance establishing the foundation for subsequent construction grant applications.

The Recreational Trails Program (RTP), administered in Arizona through Arizona State Parks and Trails, provides federal funding specifically for recreational trail projects. Non-motorized projects can include development and improvement of trails and associated trail facilities.

RTP may be particularly applicable to Rio Reimagined projects where the primary function or character of the facility is recreational trail use rather than an on-street transportation facility. The program can also provide an opportunity to fund trail-specific elements that may be difficult to fund through traditional transportation programs.

For the 2026 funding cycle, Arizona’s non-motorized RTP program offered awards up to $150,000, making the program particularly useful for smaller projects, discrete trail improvements, or as one component of a larger funding package.

The Arizona State Parks and Trails Heritage Fund provides another potential source for non-motorized trails and outdoor recreation improvements. Eligible activities include development and maintenance of non-motorized trails and trail-related facilities. State, tribal, county, and local governments, among other entities, can be eligible applicants.

Heritage Fund opportunities may be particularly well suited to trail development, rehabilitation, trailheads, access improvements, and other facilities that have a strong recreational component. Agencies should monitor annual appropriations and calls for projects because available funding and program requirements may vary by funding cycle.

The U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) program can support bicycle and pedestrian infrastructure when improvements address documented roadway safety needs and are consistent with an eligible comprehensive safety action plan.

For Rio Reimagined, SS4A may be particularly applicable where multi-use paths, protected connections, intersection improvements, or crossings address safety risks for people walking and bicycling. Projects connecting a trail across or along high-speed or high-volume roadways may be especially appropriate candidates when the safety need is clearly demonstrated.

Rather than presenting a project solely as a recreational trail, agencies pursuing safety funding should demonstrate how the improvement separates vulnerable road users from traffic, addresses a documented safety problem, or provides a safer connection within the transportation network.

Congestion Mitigation and Air Quality Improvement (CMAQ) funding can support transportation projects that contribute to improved air quality in eligible areas. MAG administers regional programming of CMAQ funds within the Maricopa region.

Bicycle and pedestrian improvements may be candidates where agencies can demonstrate that the project supports transportation trips that would otherwise be made by automobile and produces an eligible air-quality benefit. Multi-use paths connecting residential areas with employment centers, transit, schools, commercial areas, or other everyday destinations may therefore be stronger candidates than facilities designed principally for recreation.

Agencies should coordinate with MAG regarding current program eligibility, project evaluation criteria, and funding availability before advancing a project specifically for CMAQ funding.

Local funding will remain an important component of trail implementation, particularly for project development, local grant matches, smaller improvements, and projects that can be incorporated into existing capital programs.

Agencies should consider programming priority trail and multi-use path improvements within their capital improvement programs. Local transportation, parks, streets, and other applicable capital funds can be used either to deliver projects directly or to provide the local commitment necessary to leverage larger state and federal awards.

Local funds can also be strategically directed toward preliminary engineering, environmental work, right-of-way, and other preconstruction activities that make a project more competitive for future grant funding.

Trail and multi-use path improvements should also be implemented opportunistically through planned roadway, bridge, and intersection projects. When a planned capital project overlaps a recommended active transportation connection, agencies should evaluate whether the trail or path can be incorporated into the larger project scope.

This approach may allow portions of an active transportation project to be funded through an existing capital project rather than requiring a stand-alone grant. It can also reduce costs by coordinating design, mobilization, drainage, utility relocation, structures, and other improvements.

Agencies should therefore routinely compare the recommended Rio Reimagined active transportation network with their 5- and 10-year capital improvement programs.

Because portions of the Rio Reimagined active transportation network may parallel waterways, drainage corridors, or flood-control facilities, coordination with the Flood Control District of Maricopa County and other drainage agencies should be pursued where projects overlap.

The Flood Control District maintains partnership programs through which eligible agencies can share costs for qualifying flood-control improvements. These programs should not be viewed as direct trail funding; rather, they may create opportunities to coordinate trail improvements with eligible drainage or flood-control projects.

For example, if a drainage project requires grading, access improvements, crossings, or reconstruction along a corridor where a planned multi-use path is also proposed, agencies should evaluate whether the projects can be designed and constructed in coordination. This approach can reduce duplication and allow each partner’s funding to support eligible portions of a combined project.

Where new development or redevelopment occurs adjacent to planned active transportation corridors, agencies should evaluate opportunities to construct trail segments, connections, easements, or related improvements as part of development.

Depending on applicable local policies and development requirements, these improvements may be delivered through development agreements, infrastructure requirements, right-of-way or easement dedication, or other negotiated partnerships.

Private and institutional partners may also provide funding or in-kind assistance for trail amenities, connections, landscaping, or other improvements where projects directly serve major destinations or development areas.

Projects that cross jurisdictional boundaries should be considered strong candidates for joint funding strategies. Two or more jurisdictions may contribute local funds, divide project-development responsibilities, or identify a single lead agency to pursue regional, state, or federal funding on behalf of the larger project.

This approach is particularly valuable for Rio Reimagined because the usefulness of a trail or multi-use path does not stop at a jurisdictional boundary. Demonstrating commitments from multiple agencies can reinforce the regional significance of a project and show funding agencies that there is institutional support for implementation and long-term maintenance.

 Municipal bonds can be issued to finance trail and path projects. These bonds are backed by the government and typically repaid using tax revenues or user fees associated with the facility. Bond financing allows for large-scale projects that may require significant upfront investment that address needs that are identified as unmet community priorities.

Many parks and recreation systems add a capital improvement fee onto an existing user fee when they develop or enhance major recreation facilities. This is usually applied to amenities like trailheads and special-use facilities. The dollars gained either offset the cost of the capital improvement or the revenue bond that was used to develop or enhance the special use facility. Once the capital improvement is paid off, the fee typically expires and is discontinued.

It is important to note that the suitability of these funding strategies can vary depending on the specific project, location, and available resources. A comprehensive funding strategy may involve a combination of these approaches to ensure the successful implementation and long-term sustainability of parks and recreation projects.

Parks and recreation projects can seek corporate sponsorships to secure funding. In exchange for financial support, sponsors may receive branding opportunities, advertising exposure, or other promotional benefits.

Parks and recreation projects can often qualify for government grants from federal, state, and local agencies. These grants are typically awarded based on the project’s alignment with specific criteria, such as connectivity, safe routes, community impact, environmental sustainability, or economic development. The agency can continue to mine for additional grant funding opportunities.

Impact fees are charges imposed on new developments to mitigate the impacts they have on the community, such as increased demand for parks and recreation facilities. These fees are typically collected by the agency and used to fund the construction or expansion of infrastructure like trails and paths.

This is a fund dedicated exclusively for a park system’s maintenance and is funded by a percentage of user fees from programs, events, and rentals. The fee is paid by users and is added to a dedicated fund for facility and equipment replacement.

Partnerships are joint-development funding sources or operational funding sources formed between separate agencies, such as two government entities, a non-profit, a public agency, or a private business and a public agency. Partners jointly develop revenue-producing parks and recreation facilities and may share risk, operational costs, responsibilities, and asset management based on the strengths of each partner. In this approach, entities may provide funding or resources in exchange for specific benefits, such as naming rights, advertising opportunities, or revenue-sharing agreements.

Existing partnership agreements should be updated regularly to ensure the purpose of the partnership, what is being provided, and the terms of the agreement are accurate. New partnerships should be forged as the Department continues to evolve and modernize the parks and recreation system to align with community needs. Ensure that partnerships are fair and equitable to the Department and to the partner with the best interests of the community prioritized.

A preservation tax could be put in place to help fund the acquisition of land around scenic vistas and natural resources. The ability to take advantage or the region’s open space and natural resources was continuously cited as a priority during the community engagement portion of this plan.

Non-profit organizations, foundations, and individual donors can contribute funds to support parks and recreation projects. These donations are often made in the form of grants, sponsorships, or endowments. Philanthropic donations can be essential for funding projects that benefit specific communities or have a social or environmental focus.

 Parks and recreation facilities often generate revenue through user fees, membership fees, rentals, concessions, or program charges. These user fees can help offset the operational and maintenance costs associated with the facilities.

This is an indirect revenue source consisting of individuals donating their time to assist the Department in providing a product or service on an hourly basis. This reduces the agency’s cost to provide services, builds department advocacy, and promotes civic involvement.
